Do PET scans use radioactive chemicals because positrons create large number of dangerous evoked potentials?

The radioactive material used decays via positron emission. Positrons are antimatter and upon contact with electrons (which are matter) they annihilate producing gamma rays, which can travel through the body without a problem and can be detected easily. This signals can be used to visualize various portions within the body, which renders it so useful for analysis.
